An honorary consulate is not a consulate general
It cannot issue a Philippine passport, administer the dual citizenship oath or perform consular notarisation. Those require a career post — in this case the Philippine Consulate General in Seattle.
What it does is act as the Philippines’ local representative: community liaison, welfare cases, first-line guidance and information about outreach missions, which is how most people in this area actually get a passport without a long trip.

Alaskan capital. Alaska is served by the
Consulate General in Seattle,
which reopened recently — before that, Alaska reported to San Francisco.

Alaska is the hardest jurisdiction in the country to serve. Juneau has no road
connection to the rest of North America: you arrive by air or by ferry. Anchorage,
where most of the state's Filipino community lives, is a separate flight again.
The reopening of Seattle shortened the journey considerably — Anchorage to Seattle
is a direct flight of about three and a half hours, against a much longer trip to San
Francisco. For anything that can be done on paper, do it on paper.
What an honorary consulate can and cannot do
The distinction is not bureaucratic hair-splitting — it decides whether you need to travel:
- It can assist Filipino nationals in distress, liaise with local authorities and the Filipino community, give first-line guidance on documents, and pass on information about consular outreach missions.
- It cannot issue or renew a Philippine passport, administer the RA 9225 oath, perform consular notarisation or process civil registry documents.

Everything on that second list is done by the Philippine Consulate General in Seattle, at One Convention Place, 701 Pike Street, Suite 1510, Seattle, WA 98101. Its jurisdiction covers Alaska, Idaho, Montana, Oregon and Washington.
Before you plan that trip, though, check what you actually need. PSA certificates are ordered online from Manila, an apostille comes from your state's Secretary of State, and the paperwork for an NBI clearance goes to the Philippines by mail. None of the three needs a consular officer.
