An honorary consulate is not a consulate general
It cannot issue a Philippine passport, administer the dual citizenship oath or perform consular notarisation. Those require a career post — in this case the Philippine Consulate General in Los Angeles.
What it does is act as the Philippines’ local representative: community liaison, welfare cases, first-line guidance and information about outreach missions, which is how most people in this area actually get a passport without a long trip.

Arizona is unusual in that its honorary consulate uses an official
dfa.gov.ph email address, which not all of them do. That makes it a more
reliable contact point than most for confirming whether a document is worth mailing.
From Phoenix to Los Angeles is around six hours by car. For anything that does not
strictly need a consular officer — and that is most civil documents — check the

What an honorary consulate can and cannot do
The distinction is not bureaucratic hair-splitting — it decides whether you need to travel:
- It can assist Filipino nationals in distress, liaise with local authorities and the Filipino community, give first-line guidance on documents, and pass on information about consular outreach missions.
- It cannot issue or renew a Philippine passport, administer the RA 9225 oath, perform consular notarisation or process civil registry documents.
Where your procedures are actually handled
Everything on that second list is done by the Philippine Consulate General in Los Angeles, at 3435 Wilshire Blvd, Suite 550, Los Angeles, CA 90010. Its jurisdiction covers Arizona, Southern Nevada (Nye, Clark and Lincoln counties) and Southern California (Los Angeles, San Luis Obispo, Orange, San Diego, Imperial, Riverside, San Bernardino, Ventura, Santa Barbara and Kern counties).
Before you plan that trip, though, check what you actually need. PSA certificates are ordered online from Manila, an apostille comes from your state's Secretary of State, and the paperwork for an NBI clearance goes to the Philippines by mail. None of the three needs a consular officer.
