Three procedures that never reach a counter

Three of the most searched Philippine procedures in the United States are not consular procedures at all, and knowing that is worth more than knowing the opening hours:

  • PSA certificates — birth, marriage, death, CENOMAR — come from the Philippine Statistics Authority and are ordered online.
  • Apostilles on documents issued in Montana come from the state’s own competent authority. Since 15 May 2019 the consulate cannot authenticate them.
  • NBI clearance is issued in the Philippines and applied for by mail; only the fingerprint card needs a consular officer.

What does require you in person is anything carrying your biometrics or your signature: a passport, the oath of allegiance and a special power of attorney.

From Billings or Missoula, Seattle is a flight rather than a drive. The change of jurisdiction shortened the journey considerably, but this remains one of the more remote consular districts in the country.
