Before you plan the journey
Three of the most searched Philippine procedures in the United States are not consular procedures at all, and knowing that is worth more than knowing the opening hours:
- PSA certificates — birth, marriage, death, CENOMAR — come from the Philippine Statistics Authority and are ordered online.
- Apostilles on documents issued in Rhode Island come from the state’s own competent authority. Since 15 May 2019 the consulate cannot authenticate them.
- NBI clearance is issued in the Philippines and applied for by mail; only the fingerprint card needs a consular officer.
Everything else, though, is worth the journey precisely because it cannot be done any other way — passport biometrics, the oath, and a signature on a special power of attorney witnessed in person.
