How far the consulate is from your city

Driving distances to the post that covers each city, calculated at posted speed limits and without traffic:

City Philippine post Distance Journey
Austin Houston 153 miles 2 h 49 min by car
San Antonio Houston 186 miles 3 h 17 min by car
Corpus Christi Houston 201 miles 3 h 57 min by car
Dallas Houston 247 miles 4 h 24 min by car
Fort Worth Houston 262 miles 4 h 45 min by car
El Paso Houston 736 miles 12 h 9 min by car

From El Paso that is 12 h 9 min by car each way, which makes it worth checking the consular outreach schedule before committing to the drive: missions bring passport and dual citizenship services to cities without a post, and the appointments are free.

What you do not need a consulate for

A large share of the trips people make to a Philippine consulate were never necessary. These three are handled entirely elsewhere:

  • PSA certificates — birth, marriage, death, CENOMAR — come from the Philippine Statistics Authority and are ordered online.
  • Apostilles on documents issued in Texas come from the state’s own competent authority. Since 15 May 2019 the consulate cannot authenticate them.
  • NBI clearance is issued in the Philippines and applied for by mail; only the fingerprint card needs a consular officer.

The procedures that genuinely need you at a window are the ones where a consular officer has to watch you do something: give fingerprints for a passport, swear the oath of allegiance, or sign a power of attorney.

They are not interchangeable. Passports, dual citizenship oaths and consular notarisation happen in Houston; the honorary consulate in Lantana is a community and liaison office. From El Paso, Houston is a twelve-hour drive.
