What you do not need a consulate for
A large share of the trips people make to a Philippine consulate were never necessary. These three are handled entirely elsewhere:
- PSA certificates — birth, marriage, death, CENOMAR — come from the Philippine Statistics Authority and are ordered online.
- Apostilles on documents issued in Utah come from the state’s own competent authority. Since 15 May 2019 the consulate cannot authenticate them.
- NBI clearance is issued in the Philippines and applied for by mail; only the fingerprint card needs a consular officer.
What does require you in person is anything carrying your biometrics or your signature: a passport, the oath of allegiance and a special power of attorney.
Salt Lake City to San Francisco is around a ninety-minute flight. Utah's Filipino community is large enough that consular outreach missions are worth watching for.
